The Solution
This Idea has been formulating for many years since the last time the Richmond Coliseum was granted money for upgrades.


Here is "The Solution" 

The first step is to find regional corporation and I propose to form a board and nominate people who have no vested interest other than to accomplish the goal of building a New Coliseum.

This board will be comprised of One person from:
  • The City Of Richmond
  • The County Of Henrico
  • The County Of Chesterfield
  • The County Of Hanover
  • The County Of Goochland
  • The County Of Powhatan
  • The County Of New Kent
This board will be responsible to present this idea or other qualifying ideas to the political leaders of the Governments listed above.
Now the Solution:

What we propose is to add a $2.00 fee onto every ticket purchased Deplaned and Enplaned for a Total of $4.00.

In 2007 3.6 Million Passengers either Deplaned and Enplaned from Richmond International Airport.  Please see report

In order to bring honest and accurate numbers let's use 3,000,000 as a good number this will produce $12,000,000 a year....If the fee is too much then we can bring it down to $3.00....

Let's say a State of the Art complex will cost $100,000,000 million and we buy bonds over 20 years to pay for this we will pay it off well within the 20 years.  Maybe in less than 10 YEARS!!

Maybe if the numbers look better and we get great interest rates we could increase the amount borrowed to build a NEW DIAMOND!!

One the bonds get paid off because people say taxes never go away we can reduce the amount collected to $1.00 as to fully fund repairs that might be needed.

Let us remind we are using a very conservative figure and if passenger traffic goes up then the facility will be paid off sooner.

Here is what Phoenix Arizona is doing..

Phoenix residents are passionate about city services including those that support youth, seniors, public safety, parks and outdoor activities.

The Change for Phoenix fund was established to allow residents to give a tax-deductible donation, to the extent allowed by law, to the city’s general fund or individual city programs. Residents may donate any amount they wish and may donate to more than one area or city department.

To help maintain important city programs, residents are encouraged to make a tax-deductible donation by Thursday, Dec. 31.

The Change for Phoenix fund only accepts monetary donations with the check payable to City of Phoenix - “Change for Phoenix Fund.” In the check memo line, indicate where the contribution should be designated, i.e., the general fund or a specific program or department. Mail the contribution to City of Phoenix, City Treasurer, 251 W. Washington St., 9th floor, Phoenix, AZ 85003. A thank you note will be sent to each contributor confirming the donation amount for tax purposes.

The Benefits:

Nobody will drive to Newport News or Go To Washington to fly out of their airports just to avoid the $4.00 fee.

So to help here is what we would do.   When the Coliseum is built we would set aside 500 seats in the Center Middle section that will be used like a Frequent Flyer program for our local residents.

These seats will be plusher...and be colored in a special fabric to make the experience special.

This section will be used to reward people who use the Airport frequently.
  • Every surcharge ears one dollar to their Coliseum Rewards Program.  $4.00 fee is $4.00 going towards the cost of a ticket.
  • An exchange system much like a Time Share system would be set up so rewards points can be exchanged so a person can be able to transfer rewards to another so they can use to purchase tickets for members of their family.

In addition 200 seats will be made available on the Center Upper Section to families or other members of the community who would not attend an event due to financial reasons.

The point of this special programs is it cost no more to put on a show when one person see's the show or the Coliseum is filled.

Simply stated seat's should not be empty when a show is performing.
In Summary:

This solution should not be pushed aside due to feelings being hurt or due to ego's.  This idea has it all...

It has a solution...it has benefits...and it has rewards.  Even a person who may use the airport one time would be able to sell his points into the Richmond Coliseum Exchange program.

If somebody has a better idea then it is about time to stop talking the talk and "Walk The Walk"

If a person can afford to travel...then they can have no objection if the traveler see's a benefit.

This will NOT increase taxes on any citizen in the City Of Richmond and surrounding counties...however it will add a surcharge to their ticket but they will be able to benefit by using the Coliseum Rewards Program to take advantage of special seating.


We thought of everything...it is about time we act.

They did this in Phoenix....why not here?
